Introduction
电子科技大学国际青年学者论坛（“成电论坛”），旨在将海内外优秀青年学者汇聚在“天府之国”——成都，促进海内外青年学者之间的交流，增强不同研究领域之间的合作。截至目前，成电论坛已成功举办五届，共邀请来自美国、英国、德国、瑞士、澳大利亚、新加坡等20余个国家和地区的600余位青年学者来校交流访问飞特族 。

Meet one of the followings
1、青年千人、青年拔尖人才、青年长江学者、优青、百篇优博获得者或全球高被引科学家（科睿唯安发布）
Selected ones of the Recruitment Program for Young Professional, National Program for Support of Top-notch Young Professionals, Young Program of Yangtze River Scholars, Excellent Young Scientists Fund or Top 100 Reward of the National Excellent Doctoral Dissertation, or Highly Cited Researchers (released by Clarivate Analytics).
2、年龄45岁以下；在海外知名高校、科研机构或知名企业研发机构有正式教学或科研职位，取得博士学位后在海外连续工作36个月以上（世界排名前50的海外高校博士）的优秀青年学者。
Outstanding young scholars under the age of 45, shall have over 36 months’ consecutive work experience overseas with PhD degree (doctoral graduates from Top 50 universities outside China), and hold formal teaching and researching positions in overseas prestigious universities, institutions or enterprises.

★电子科技大学简介★
电子科技大学是国家首批“211工程”和“985工程”重点建设大学，是中国39所“985工程”入选高校中唯一一所电子信息类高管桐校。2017年9月，电子科技大学入选国家建设“世界一流大学”高校名单，是36所一流大学建设A类高校之一。
University of Electronic Science and Technology of China (UESTC for short) is one of the first 211 Project and 985 Project universities, and also, the only electronic information–oriented university. It is the first university in China with all the sub-disciplines of the two disciplines—electronic science and technology, information and communication engineering—being national key disciplines.
学校拥有国家级重点实验室7个，国家技术研究中心1个，3个国家自然科学基金委创新群体、7个教育部创新团队、2个国家级国际联合研究中心和1个国防科技创新团队。学校先后与四川省人民医院、四川省肿瘤医院合作共建医学院。学校现已发展成完整覆盖整个电子类学科，以电子信息科学技术为核心，理、工、管、文、医协调发展的多科性研究型大学。
UESTC has seven national key laboratories, one national center for technology research, three innovation groups supported by the National Natural Science Foundation Committee (NSFC), seven innovation groups supported by the Ministry of Education, two national joint international research center and one national defense science and technology innovation group. Recently, UESTC together with the Sichuan Provincial Hospital established the School of Medicine, and founded the Institute of Fundamental and Frontier Sciences, to strongly promote the development of fundamental research such as in Physics and Mathematics. The university has developed into a key multidisciplinary research-oriented university with electronic science and technology being its nucleus and characterized by the harmonious integration of science, engineering, management and liberal arts.
电子科技大学高度重视人才工作，引进和培养了一批在国际学术界享受盛誉的杰出学者。学校现有高层次人才277人，包括中国科学院、中国工程院院士11人，IEEE Fellow 22人，“千人计划”入选者149人（含“青年千人计划”入选者80人），“长江学者”40人；其中，“千人计划”与“青年千人计划”入选人数在信息领域全国排名第一。
UESTC attaches great importance to talents work, and has introduced and trained quite a number of excellent scholars internationally renowned in their research areas. Currently UESTC has up to 277 first-class talents, including 11 academicians of Chinese Academy of Sciences and Chinese Academy of Engineering, 22 IEEE Fellows, 149 selected professors of the Thousand Talents Plan (80 among which are selected ones of the Recruitment Program for Young Professionals), and 40 Yangtze River Scholars. The number of professors of the Thousand Talents Plan and the Recruitment Program for Young Professionals that UESTC has ranks No.1 nationwide in information field.

UESTC issued the “Implementation opinions of the Talent Priority Development strategy of UESTC” in 2018, created the 2.0 version of the Strategy of "School Powered by Talented Professionals", and identified the "Talent Priority Development" strategy as the first strategy for school development. 学院沿革
学院的历史可以追溯到1956年建校之初设立的教研室，1984年教研室扩建为人文社科系，1993年在人文社科系的基础上成立人文社科学院，2006年更名为政治与公共管理学院，2017年更名为公共管理学院。

师资队伍
学院坚持人才优先发展战略，师资力量雄厚。拥有一批国内外知名的专家学者，以及深受成电学子喜爱的教学名师。学院现有80名教职员工，其中教授18名，副教授27名，讲师20名，具有“万人计划”国家教学名师、教育部新世纪人才、四川省千人计划、四川省学术与技术带头人、四川省教学名师、四川省师德标兵、四川省有突出贡献专家等省部级以上称号的教师38人次刘培柱。学院聘请兼职外籍教授30余名。
Faculty
With research-led 80 faculty members, SPAA has 18 full time professors, more than 30 appointed adjunct professors, 27 associate professors and 20 lecturers. 38 faculty members have been awarded as top national and provincial excellent teachers and researchers such as “National Outstanding Teachers” and “New Century Talents of the Ministry of Education” in China.

SPAA adheres to the research-based, innovative and international education orientation for elite talents. SPAA is top ranked for our full line of degrees from undergraduate to Ph.D degree including 4 bachelor degrees of Public Management, Information Management, Law and Urban Studies and 2 master degrees of Public Management and Journalism and Communication, 2 professional programs of MPA and MJC respectively, English-instructed International Program in Public Management and Ph.D degree in Urban Studies and Management in highly rated education with featured key disciplines王江民, as well as featured Think Tank上外附小 , Centers and Institutes for Social Science Research.
科学研究
学院长期推动学科聚焦发展战略，依托学校优势学科电子信息科学技术，在”电子政务与智慧城市、公共安全与应急管理、社会治理与公共服务、区域发展与城市治理、新媒体传播与文化产业“等领域形成了具有鲜明特色的研究方向。同时科学研究取得新进展，近五年，获得包括国家社会科学基金重大专项、重点项目在内的国家级科研项目40余项、省部级项目80余项，论著近1000篇（部）。获得国家、省部级和其他各类科研成果奖励20余项。
Research

We take pride in our research. We have been granted more than 40 top rating projects including Key Projects for National Social Science foundations and National Natural Science, over 80 provincial research projects and nearly 1000 publications including papers and monographs in recent 5 years. More than 20 research achievements have been awarded at the national,崔心心 ministerial and provincial levels.
国际交流
学院一贯坚持走国际化强院之路，与美国雪城大学、威廉玛丽学院、纽约城市大学、明尼苏达大学、英国华威大学、东伦敦大学、澳大利亚国立大学、俄罗斯莫斯科国立大学、香港中文大学等近20所世界知名大学广泛合作。2005年至今，由学院谋划发起，由电子科技大学、中国行政管理学会、美国行政管理学会主办的公共管理国际会议，已发展成为国内外公共管理领域的重要学术会议品牌。
Internationalization
We stick to the Internationalization Strategy in guidance with one of UESTC’s target strategies and has established extensive academic co-operations with up to 20 universities worldwide including Syracuse University(USA), College of William & Mary(USA), The City University of New York(USA), University of Minnesota(USA), University of Warwick(UK), University of East London(UK), Australian National University(AUS), Moscow State University(RUS) and Chinese University of Hong Kong(CHN).
Co-sponsored by the American Society for Public Administration (ASPA) and the Chinese Public Administration Society (CPAS), SPAA has been dedicated to annual International Conference on Public Administration (ICPA) since 2005, which “has gradually developed into a worldwide academic event with large scale, high level influence in the international field of public administration”(cited from PA Times January 2011 by ASPA). ICPA has served as an important platform for research institutions, academics and practitioners to exchange their latest findings, and share their ideas and experiences for further professional development.

About Chengdu
成都是国务院确定的中国西南地区的科技中心、商贸中心、金融中心和交通、通讯枢纽。2018年上半年，成都地区生产总值（GDP）完成6870.7亿元，同比增长8.2%，比上半年全国平均水平高1.4个百分点；在国际化水平上，282家世界500强企业已落户成都，数量位居中西部城市之首；成都与美国、德国、澳大利亚等17个国家设立了领事机构；已开通旧金山、伦敦、东京、墨尔本、莫斯科、阿布扎比等100余条国际直飞航线。
Chengdu is the China southwest "three centers and two hubs" -identified by the State Council-science and technology center,骏怡酒店 business center, financial center, and transportation and communication hubs. In the first half of this year, the GDP of Chengdu exceeded 687.07 billion Yuan with the year-on-year growth of more than 8.2 percent, which is 1.4 percent higher than the national average of the first half of the year. 282 companies of the Fortune 500 have settled in Chengdu with the number ranking first among Midwest cities in China. The United States, German, Australia and other 17 countries have set up their consulates in Chengdu. Also, there are more than 100 international non-stop routes connecting Chengdu to cities including San Francisco, London, Melbourne, Moscow and Abu Dhabi, etc.
